  7.     Now that the cold war is over, MUAMMAR GADDAFI is feeling
  8. left out. Early this summer Britain brushed off his clumsy
  9. attempt to make up for the 1984 London murder of a female
  10. British constable by an unidentified gunman firing from Libya's
  11. embassy. A Gaddafi aide slipped a visiting Member of Para check
  12. for $500,000, made out to a British police association, but
  13. London sent it back. Last month, trying to repair relations with
  14. the U.S., the Libyan leader sent President Bush an elaborate
  15. invitation to his gala opening of the Great Man-Made River
  16. project. No reply. Hint: try renouncing terrorism.
